POSITION EXECUTIVE DIRECTOR: SHARED SERVICE (1 POST) REF. C******-EDSS: CONDITION OF EMPLOYMENT Permanent Employment Contract. Appointed candidate will be required to sign employment contract, annual performance agreement and to annually disclose his/her financial interests. The candidate to be appointed will be stationed at the Head Office: Main Building in Vanderbijlpark – Corner Klassie Havenga and Frikkie Meyer Street. REMUNERATION R ********* (Minimum), R ********* (Mid-point), R ********* (Maximum) REQUIREMENTS Bachelor Degree in Public Administration/ Management Sciences/Law/B. Com Degree in Industrial Relations, Honours/ Masters Degree will be an added advantage: or equivalent. A Certificate Programme in Municipal Development (CPMD)/ Municipal Finance Management Programme (MFMP). Note: Candidates who are not in possession of the CPMD/ MFMP will be given an opportunity to obtain such certificate within 18 months if appointed. A postgraduate qualification would be an added advantage; Have proven successful institutional transformation within public or private sector. The incumbent must have the leading ad Coe competencies as per Government Gazette No. *****. COMPETENCIES Advanced understanding of Institutional Governance Systems and performance management. Advanced understanding of Council operations and delegations of power. Good Governance. Audit and risk management establishment and functionality. Budget and finance Management. Excellent negotiation and communication skills. Proven ability to offer visionary, strategic and innovative leadership to diverse stakeholders including other spheres of government, community and business. Must be a South African Citizen or a permanent resident. Strategic direction and leadership, Financial management, people management, management programme and project management, government leadership, Change leadership, Results and quality focus, Excellent communication skills. Knowledge and Information management. Analysis skills and innovation and Planning and organizing. EXPERIENCES 8 – 15 year's relevant experience at Senior Management level in Corporate/Public administration filed. DUTIES The post operates at a strategic level to provide strategic support to all of the business functions within Emfuleni Local Municipality within the main areas being developed and implement sound effective organisation development programmes and initiatives that support organisation wellness, opportunities for personal development and growth, management of employee relation matters, quality induction and training, diversity management and the development of productive work culture. Advise and assist in the preparation of Legal Documents, Contracts, Policies, Procedures, Practices or other matters having legal significance to the management and operations of the municipality. Ensure all policies and procedures are compliant with the Law, responsible to manage Corporate Services strategy and policy development by identifying issues that affect business results. Develop and oversee the systems that ensure the municipal complies with all applicable Codes of Corporate Governance, Responsible to oversee the provision of support to other clusters in relation to Shared Services including Fleet Management, Facilities and Information Technology administration. Ensure that all matters are executed in accordance with policies, Collective Agreements and applicable Legislation, Employment Equity Act, Skills Development Act, Labour Relations Act, Basic Conditions of Employment Act and Occupational Health and Safety Act.
