As a <b>Supply Chain Subcontract Specialist</b> - <b>​Level 3 or Level 4,</b><b>​ </b><span style="overflow-wrap: break-word; display: inline; text-decoration: inherit; hyphens: auto;">you'll be a</span> linchpin in missions of paramount importance, defining the art of the possible from day one. This position can be located in our Gilbert, AZ or Dulles, VA offices or Virtual Remote/Teleworker, however, may require an on-site presence on occasion, with opportunity to travel based on business needs.</p><p></p><p><b>In this job, you will:</b> </p><ul><li><p>Be responsible for supporting multiple products across programs with several suppliers</p></li><li><p>Procure and manage medium to high value and risk subcontracts and general procurement, including long term agreements and OA’s</p></li><li><p>Prepare bids, evaluate bids, select suppliers and negotiate price, terms and conditions, delivery, quality and service</p></li><li><p>Manage supplier performance, along with Supplier Performance Specialist, from issuance of order through close-out</p></li><li><p>Interface with Supply Chain Management, Program Planners, Quality, Receiving and Program Management and Supplier's Management team</p></li><li><p>May mentor junior staff members</p></li></ul><p></p><p><b>Job Responsibilities:</b></p><ul><li><p>Review Purchase Requisitions for completeness and obtain additional information considered necessary</p></li><li><p>Prepare Request for Quotation (RFQ)/Request for Proposal (RFP) and identify sources eligible to receive RFQ/RFP for complex and/or non-routine procurement requirements</p></li><li><p>Evaluate suppliers' quotes/proposals for compliance with RFQ/RFP and fact find suppliers' proposals</p></li><li><p>Co-lead in the source selection team for competitive procurements</p></li><li><p>Perform a cost and/or price analysis to determine price reasonableness</p></li><li><p>Negotiate with suppliers on price, schedule, and terms and conditions, and any other contractual requirements -may lead negotiations with supplier</p></li><li><p>Make subcontract awards to suppliers and document the subcontract folders in accordance with the local procurement policies and procedures, including long term agreements</p></li><li><p>Manage supplier performance, along with Supplier Performance Specialist, during subcontract execution, including, but not limited to, managing supplier delivery schedule, processing invoices for payment, managing Subcontract submittals</p></li><li><p>Work in and support cross functional program teams including, but not limited to, Supplier Performance, Supply Chain Program Management, Contracts, Engineering and Finance along with other supporting organizations across Northrop</p></li><li><p>Adhere to strict government and company compliance processes and policies with the ability to understand complex compliance requirements in accordance with company policies</p></li><li><p>Perform subcontract close-outs in accordance with the local procurement policies and procedures</p></li></ul><p></p><p><b>Basic Qualifications:</b></p><ul><li><p>Bachelor's degree and at least 5 years of contracts, supply chain, procurement, or related business experience -OR - a master's degree and at least 3 years of supply chain, procurement, or related business experience.
